Currently, I have a Mac and the main games I play are Civ VI, Cities: Skylines, and Minecraft. I'm interested in trying some popular games like Fortnite, Apex legends, and Overwatch and would like to try Skyrim (never played) and GTA V (played on PS4 Pro) in 4k.
I currently have a 4k 60Hz monitor and, ideally, I'd like to be able to play GTA V, Skyrim, and other visually impressive games on higher settings in 4k at a consistent 60 fps. In the future, I will most likely add either a 4k 120Hz+ monitor or a 1440p 144Hz monitor depending on prices and how I feel about my current monitor.
What is your budget (ballpark is okay)?
$2000-2500 for tower only, I already have everything else. Lower is of course better.

My cooler wasn't available on PCPartPicker, so I hacked it into the list - the parts list on PCP thus won't reflect this. My case is actually the silver Lian Li PC-7B Plus I, which I plan to replace with a BitFenix Shinobi White Window (around $75) later. Prices have also been hacked up to reflect what I actually paid - the "real" prices are on PCP (some are cheaper, some are more expensive).
Temperatures, clocks and voltages:

At stock speeds, idle temperature was 30 degrees and at-load temperature was 55 degrees. Voltage was stock. At 5GHz (which I'm thinking I'll stay at) idle temperature was 30 degrees (though it dips to as low as 24!) and at load-temperature was 60 degrees. Voltage was bumped by 0.05 volts and left dynamic, which helps with overall stability I think.
I had various adventures during the build - notably, I screwed up by not securing and screwing down the backplate of the new cooler far enough, which meant reaching 95 degrees at load at STOCK speeds on the i5. I very quickly disassembled the entire build (thus why there are two sets of internal pictures), cleaned and reapplied the thermal paste (I used Tuniq TX-2) and screwed it down as tight as I could reasonably get it to go. On top of this, the new cooler is fucking massive - my motherboard tray no longer slides in and out because it collides with the metal frame. This shouldn't be a problem on more modern cases, and I worked around it by simply installing it in-the-case like the good ol' days.
At 5GHz, there are some caveats to be aware of. Your mileage may of course vary, but you will probably experience some reboot loops and an inability to POST - about 2 out of every 5 boot attempts succeed. As soon as it reaches loading Windows it's fine. Additionally, coming out of S3 sleep will hang the system. However... Downloading a bios update has totally fixed all of those issues for me on this motherboard. I was running some variation of 1.0 and am now running some variation of 1.2 and the problems have disappeared! :) I'm now Prime95 stable at 5GHz with only a 5 degree increase.
Intel Core i5 2500k: I couldn't be more happy with this CPU - I was surprised to be able to overclock it so hard and have it be fine (+66%). Additionally, when I first installed the Xigmatek I appreciated the i5 not dying from the ridiculous lack of heating I'd accidentally set up for it. Hasn't missed a beat yet. I don't know whether I'd get the i7 2600k next time, but I seriously doubt I'd need that extra 5% performance.
XIGMATEK Gaia SD1283: I'm seriously, seriously impressed by this cooler. I don't know how it is in terms of noise because the case I have is old and has noisy fans, but I'll probably post an update of some sort about this build later once I get the new case. 24 @ idle, 60 @ load at 5GHz... not much to complain about.
ASRock Z68 Extreme3 Gen3: Get it. It's wonderful. The layout is great, the CMOS reset button was more handy than I thought it'd be, and it's solid as a rock for my purposes.
Corsair Vengeance 8GB (4x2GB) kit: It's... RAM. I don't know much about it yet, and I haven't really done much to test it, but it has kept pace with everything else just fine so far.
XFX Radeon HD 6950 2GB (HD695-CNFC): I was hoping to use the BIOS hacks to unlock this and turn it into a 6970 - apparently that's not really possible and mine doesn't have a BIOS switch as far as I can tell. XFX's warranty is simply ridiculous in North America though - even flashing the card's BIOS and bricking it supposedly doesn't void it. Outside of NA it's much more restrictive. As it is and without overclocking the card is fantastic - I suspect it's my bottleneck for achieving higher framerates on demanding games, but at this point I seriously don't care. Everything I've thrown at it besides Skyrim and an ICEnhancer'd GTA IV has run at 60 FPS maxed out at 1080p.
Thortech 850W ATX12V / EPS12V: Seems fine so far. The modular design was nice, though I would have liked it to be 100% modular rather than partially; I suppose that might not be possible at this price point. It's got enough overhead to get me a CrossFireX setup working in the future if I set one up - my only concern is that I haven't heard that much about Thortech in terms of reliability. Supposedly it has a 5-year warranty so that should be fine.
Logitech G500 Wired Laser Mouse: I adore it. I moved to this from a Dell mouse which was "okay" for gaming, and so far it's been fantastic. The weights seem useless to me, but I haven't used the mouse for that long yet.
tl;dr: Built a PC which is stable at 5GHz with temps capping out at 60 degrees Celcius for $783.40 and ridiculously happy with it. Skyrim runs at Ultra very smoothly, I'd estimate 40-60 FPS all the time.

EDIT2: I'm not currently prime95 stable as I lost all my settings when I updated the BIOS :( I'll post the settings once I've figured it all out. IntelBurnTest is stable though, so I'm happy for now.
